Jason Joined Wyoming Neighbors for Housing in 2025 as its first director.  With a background in political organizing and nonprofit management, Mincer jumpstarted work at Wyo Neighbors, focusing on all the tedious work it takes to start a nonprofit and bring on staff.

Prior to joining Wyoming Neighbors for Housing, Mincer worked in political organizing and nonprofit advocacy, helping build grassroots campaigns and coalitions around community issues. He brings that organizing approach to Wyo Neighbors, emphasizing local leadership and long-term movement building.

Jordan is an Episcopal priest, community organizer, and housing advocate based in Laramie, Wyoming. He serves as Advocacy Director for Wyoming Neighbors for Housing. Jordan previously served as a High School Social Studies Teacher and worked as the Executive Director of the Wyoming Interfaith Network. He holds a B.A. from the University of Wyoming and a Master of Divinity from Iliff School of Theology.

Jordan believes that safe, accessible housing strengthens communities, supports local workers, and keeps Wyoming’s character intact. He enjoys traveling, supporting local art and music, riding bikes, hiking Wyoming trails, and spending time with his spouse and their Airedale Terrier, Bosler.

Kim Skoric

Board Chair 

Kim Skoric’s decision to join ShelterUS is rooted in Emerson’s words: “to find the best in others; to leave the world a bit better…to know that one life has breathed easier because you have lived. This is to have succeeded.” A third-generation Wyoming native, Kim attended the University of Wyoming before spending three decades teaching high school Language Arts in Colorado. In her classroom, Kim witnessed the effects of housing insecurity on students and families, which drew her toward nonprofit service.

Kim helped found One Community One Family (OCOF), an organization created to support families in times of need. After retiring from teaching, Kim earned her real estate license in Colorado and worked with Mission Homes Colorado, supporting affordable housing efforts in Colorado and Wyoming. Kim seeks, through her work with Wyo Neighbors, to help others find their way home.

Aubrey Edwards

Board Secretary

Aubrey is a multidisciplinary artist, cultural anthropologist, historical archaeologist, educator, storyteller, and memory worker based on the high plains of Laramie, Wyoming. Her collaborative practice spans academic, creative, applied, and public spheres, exploring the intersections of culture, history, and community.

She is a fierce advocate for the arts—and for housing artists—and believes deeply in interdisciplinary and transdisciplinary approaches to community-led work. For decades, she has worked across the nonprofit, education, and tenants’ rights sectors, centering care, empathy, inclusion, service, and qualitative research as tools for social change.

Clare Stumpf

Board Member

Clare joined ShelterJH in 2020 as the first staff member. With a background in environmental policy and grassroots organizing, she had led ShelterJH from its foundation as a fledgling organization to launching a statewide network in 2025.

She believes that accessible and attainable homes are the backbone of a connected, safe, and thriving community. When she is not giving public comment, lobbying elected officials, or meeting with members, she is probably in a yoga class or on the river.

Jennifer O'Connor

Board Treasurer

Jennifer brings 25 years of experience in education and non‑profit leadership, shaped by her time teaching on the Wind River Reservation and her enduring love of STEM learning. She still travels the country to inspire teachers and promote problem-based learning. As Program Manager at The Align Team, she supports early childhood initiatives that strengthen families and communities, including Family Resource Centers and Plans of Safe Care Collaboratives.

After navigating Wyoming’s housing challenges herself, Jennifer is passionate about expanding accessible, attainable housing that supports the state’s workforce and overall economic vitality. Outside work, she’s usually on a trail with her border collie, Joy, or spending time with friends and family.

Shari West

Board Member

Shari West grew up in Utah and found her way to Green River in 2007, expecting a fresh start but not realizing how deeply Sweetwater County would become home. Over time, her roots grew alongside her family’s — with all but one of her children now living in the county — and the community became the place that shaped her both personally and professionally.

Shari began working in the nonprofit sector in 2013 after seeing firsthand how many local families were struggling to stay housed, keep the lights on, or navigate a crisis without clear support.

As Executive Director of the Sweetwater Family Resource Center, Shari leads with compassion and practicality, making sure families don’t fall through the cracks. She is also proud to serve on the Wyo Neighbors for Housing board, where she contributes to statewide efforts to expand access to safe, stable homes.
